HISTORY

The College of Public Administration and Management was first established as the College of Business, Economics, and Management under the presidency of Dr. Concepto B. Magay. The college originally offered three distinct courses: the Bachelor of Science in Business Administration (BSBA), the Bachelor of Science in Hospitality Management, and the Bachelor of Science in Public Administration. Dr. Lourdes S. Arcilla served as its inaugural dean. 

Meanwhile, in WPU Puerto Princesa Campus, the Department of Business and Management (DBM) opened its door to its first batch of students in June 2006 as one of the departments of the now-defunct College of Arts, Sciences, and Technology (CAST). Under the leadership of Prof. Arlene L. Avillanosa, CAST’s dean, DBM initially offered  Bachelor of Science in Business Administration (BSBA), Bachelor of Science in Hospitality Management (BSHM),  Bachelor of Science in Entrepreneurship (BSE) and  Bachelor of Public Administration (BPA). BSE was later discontinued due to a small number of enrollees. Dean Avillanosa was succeeded by Dr. David R. Perez in 2010. 

In February 2012, Dr. Elsa Palao-Manarpaac was elected as the new WPU President. As one of the results of the strategic plan during President Manarpaac’s term, streamlining of course offerings of all colleges was implemented which resulted in the verticalization of WPU programs in all its campuses. The CBEM on the Main Campus and DBM on the Puerto Princesa Campus were merged into one college known as the College of Business and Management (CBM), with Dr. Rosalie S. Nostratis as its dean, replacing Dean Perez. Under the leadership of Dean Nostratis, the academic administration of the Master in Public Administration in Aborlan and Puerto Princesa Campuses (that used to be part of the Graduate School), and the CBM programs offered in WPU External Campuses, such as El Nido Campus and Busuanga Campus, were all transferred to CBM. It was also during Dean Nostratis’ term that CBM re-launched the Bachelor of Science in Entrepreneurship. 

After Dean Nostratis retired from government service in 2015, Ms. Cecilia F. Malolos was appointed as the new dean of the CBM. During Dean Malolos’ term, the Henry E. Finnigan Hall was established to serve as the laboratory facility of the BS in Hospitality Management students in the WPU Aborlan Campus. The management of the Finnigan Hall and the Puerto Princesa Guest House was also given to the BSHM Department. In June 2016, Dean Malolos was granted with a CHED scholarship and resigned as dean of CBM. She was succeeded by Dr. Edison C. Gabileo (2016) and Dr. Jeffrey Jun Yana (2019), respectively. 

In 2020, at the height of the COVID-19 pandemic, Dr. Sol De Villa B. Rama was appointed as the new dean of CBM. In July 2022, during Dean Rama’s term, CBM was renamed as College of Public Administration and Management (CPAM). Dean Rama remained as dean of CPAM until she retired from government service in February 2024. Dr. Josefina Salanguit-Viernes succeeded Dean Rama as the new dean of CPAM.

At present, the CPAM, under Dean Viernes’ leadership, offers five programs in Puerto Princesa Campus, namely: Bachelor of Science in Business Administration (BSBA), Bachelor of Science in Entrepreneurship (BSE), Bachelor of Science in Hospitality Management (BSHM), Bachelor of Public Administration (BPA), and Master of Public Administration (MPA); four programs in Aborlan Campus, namely: Bachelor of Science in Business Administration (BSBA), Bachelor of Science in Hospitality Management (BSHM), Bachelor of Public Administration (BPA), and Master of Public Administration (MPA);  a Bachelor of Science in Business Administration (BSBA) program in Busuanga Campus, and a Bachelor of Science in Hospitality Management (BSHM) in El Nido  and Busuanga Campus.

Aside from WPU’s ISO 9001:2015 Certification, CPAM’s academic program currently holds the following AACCUP accreditation certification: the BSBA, BSHM, and BPA programs in Puerto Princesa Campuses have Level II AACCUP Accreditation certifications. In the Main Campus, BSBA and BPA are Level III accredited while BSHM program is Level II accredited.

As for the graduate program, MPA in Puerto Princesa Campus has a Level II AACCUP Accreditation certification, while MPA in Aborlan has Level I AACCUP Accreditation certification.

GOALS OF THE COLLEGE

The College of Public Administration and Management aims to provide quality education in the field of business and management that is responsive to regional, national, and international development.

CPAM also aims to pursue relevant research and extension activities through linkages with business organizations and government and non-government agencies.

The college is composed of four departments: the Business Administration Department which offers a BSBA major in Financial Management and a BSBA major in Marketing Management; the Hospitality Management Department which offers a BS Hospitality Management; the Entrepreneurship Department which offers a BS Entrepreneurship; and the Public Administration Department which offers a Bachelor of Public Administration and a Master of Public Administration.

PROGRAM OBJECTIVES

  • The Marketing Management program prepares students to be responsive to the overall environment by providing technical skills and competencies in marketing. Theory is blended with practicum activities to give the students a broad and enriched base for a career in marketing.

  • Develop students who fully understand entrepreneurship, are innovative, and are competent in managing and operating a business.
  • Demonstrate strategic thinking and decision-making skills in analyzing business situations.
  • Produce graduates for managerial positions in the business field and other related positions where entrepreneurial competencies are required.
  • BSE graduates should be able to set-up and manage their own business or work in any organization where entrepreneurial competencies are required.

  • To prepare students to undertake tasks, functions, duties, and activities in the operations of hotels, restaurants, travel, and government and non-government agencies in accordance with the competency standards.
  • To meet the skilled and manpower needs of tourism industry providers, including government and non-government agencies, in the local, national, and international environment.
  • To equip students with knowledge and skills who aim to seek employment and assume entry-level jobs in the areas of food and beverage, front office, and housekeeping operations.

  • To develop students to be public servants with the required knowledge, values, and skills to serve as professionals in government, the private sector, and civil society.
  • To produce graduates for executive and policy-making positions, whether elected or appointed in the government, private sector, or civil society.

The program prepares pre-service students and mid-career professionals for public service, voluntary, and public policy-related careers;

Providing critical knowledge, theoretical and applied problem-solving and communication skills, and sensitivity to the ethical and value concerns in public administration required for effective public policy-making implementation and management; and engaging and building a network with the bureaucracy and private institutions at the local, regional, and national levels.
