In line with Article II, Section 13 of the 1987 Philippine Constitution, which recognizes the vital role of the youth in nation-building, the Public Administration Department of the College of Public Administration and Management (CPAM) spearheaded an extension activity titled “Unlad Kabataan Project: Mobilizing Filipino Youth for Civic Action.” The seminar-workshop was held in Barangay Irawan, Puerto Princesa City, on November 15, 2024. It aimed to promote active youth involvement in civic affairs while equipping participants with the knowledge and skills to become agents of positive change.

Barangay Irawan was selected as the host community due to its growing population and active citizen participation in local governance. The event sought to strengthen young people’s understanding of government programs and youth development policies and to inspire them to take proactive roles in their communities. Specifically, the activity focused on: (1) providing information on the Unlad Kabataan Project and its support for out-of-school youth, (2) deepening awareness of existing government programs and services for youth development, and (3) creating opportunities for disadvantaged youth to realize and develop their potential.

A total of 47 youth participants from Barangay Irawan took part in the seminar, representing students, out-of-school youth, aspiring public servants, and emerging community leaders. The activity encouraged participants to share their insights and experiences, helping them recognize their capacity to contribute to local decision-making and civic initiatives. The full support of barangay officials highlighted the collaborative spirit of the program, ensuring that the discussions and activities reflected the real needs of the community.

The Unlad Kabataan Project served as a practical venue for young people in Barangay Irawan to learn about government programs, community engagement, and leadership. By creating opportunities for youth to take part in civic action, the activity strengthened local awareness and collaboration toward community development and inclusive growth.
