Western Philippines University (WPU) has joined forces with Mapua University in bringing the Development of Health Index and Vulnerability Reduction System for Region 4B” (D-HIVE 4B Capital) initiative to Palawan, enhancing health resilience and vulnerability reduction for communities across the MIMAROPA region. As a partner institution for this pivotal research project, WPU plays a critical role in local implementation, community engagement, and strategic development alongside Mapua University, which is recognized for its expertise in engineering and resilient systems.

The D-HIVE 4B Capital project, supported by the Department of Science and Technology’s Philippine Council for Health Research and Development, introduced the “eSalba” system—a comprehensive communication and monitoring tool—during an orientation and acclimatization activity held on March 6, 2023, at Puerto Princesa’s Citystate Asturias Hotel. The “eSalba” system is designed to assess health vulnerabilities and environmental risks while providing real-time data for disaster preparedness, health monitoring, and emergency response. Equipped with a health vulnerability index, health risk maps, and a mobile/web-based application, “eSalba” allows communities and LGUs to identify areas with environmental contaminations, track contaminants in water and soil, and categorize the health risk levels within communities.

Through WPU’s extensive local knowledge and community connections, the D-HIVE 4B Capital project aims to reach approximately 54,000 households across Palawan, helping LGUs make informed decisions on health and disaster management. By offering insights into the health risks linked to environmental factors, the system enables municipalities to create targeted health programs and resilience plans, thus promoting safety and well-being in even the most vulnerable areas.

As WPU continues its commitment to SDG 3 (Good Health and Well-being) and SDG 13 (Climate Action), its collaboration on the D-HIVE 4B project brings lasting benefits to Palawan. Through innovations like “eSalba”, WPU is at the forefront of using technology and data to support sustainable health and resilience, creating a stronger foundation for communities across the region.
